Signaling control system
Easy to manage, cost-efficient and future-proof core signaling networks
With our Equipment Identity Register (EIR) solution for all network generations, 2G/3G, 4G and 5G, we help operators to secure their networks, subscribers and revenues from unauthorized devices.
An Equipment Identity Register (EIR) helps operators to protect their networks and revenues from stolen and unauthorized devices being used. In many countries, governments and telecom regulators demand the installation of EIR. In addition to fulfilling regulatory requirements, an EIR also provides operators with the opportunity to offer additional security services to subscribers.
Our EIR solution is a perfect fit for any operator. It ensures compatibility with all existing core network generations, 2G, 3G, 4G and 5G signaling networks, which are all simultaneously supported.
In addition to basic EIR functions such as black-lists, white-lists, grey-lists and GSMA blacklist database integration, our solution also enables the provision of associating a device with a specific subscription or a list of subscriptions. This way an operator can have white-lists of VIP subscriptions and ensure that identified black-list devices still function, but only for white-listed subscribers.

Enable the full speed of your network growth with unified EIR installation which supports all core network generations at the same time.
Achieve cost savings by paying only for the capacity you need. A flexible licensing model allows you to re-use capacity across different network types.
Hassle-free and quick deployment thanks to the versatile platform and easy-to-use RESTful APIs for provisioning and operations.
Get easy-to-use EIR function for all network generations at the same time. With our EIR it is easy to evolve and expand networks to new generations.
The scalable and powerful virtual telecom grade platform used as the EIR backbone enables multiple core network applications to execute at the same time. It is suitable for both virtual and bare-metal environments.
With a license extension, you can add new network functions such as STP, DRA, MNP, and Signaling Firewall. Benefit from the shared capacity and forget struggling with capacity safety margins for each application separately.
Experience unrivalled scalability (and redundancy) of capacity for EIR and multiple other network applications such as STP, DRA, MNP, and Signaling Firewall. It is an easy task to add or remove executing instances to scale the capacity up and down.
There are ready-made integrations from ESC to numerous virtualized platforms such as VMware, OpenStack and selected proprietary virtualized platforms.
The advanced Graphical User Interface (GUI) makes it easy to operate EIR. In one GUI, you’ll get:
The EIR solution comes with an easy-to-use REST API for provisioning. Also .csv files work for bulk provisioning.
Our solution has in-built integration with a GSMA blacklist database. We provision the blacklist via the REST API or CSV-file regularly, to have a relevant replica of the GSMA database always available in EIR.
We enable a Central EIR, national EIR, and database kept on a country-level, ensuring harmonized operations for all mobile network operators and public authorities alike. All-access requests are logged and synchronized centrally together with blacklist, whitelist or multiple greylist info.

The EIR solution is powered with the virtual telecom grade platform of our lead product, TietoEVRY’s Evolved Signaling Controller (ESC) suitable for both virtualized and bare-metal solutions. Multiple core network applications, such as STP, DRA, MNP and Signaling Firewall, can co-execute in the same platform, at the same time. Provide great service experience for their subscribers by setting a “preferred roaming”.
Mobile Number Portability (MNP) enables subscribers to keep their phone numbers independent of operators.
